Why compliance is the first gate for sticker sourcing

Foam stickers mostly go to kids, stationery and gift channels — all with mandatory safety law in EU/US/JP. Before the PO, buyers ask for test reports and factory certs. We keep EN71-3, ASTM F963, CPSIA, REACH, BSCI, ISO9001 on file, so buyers don’t chase them.

What the six certs actually cover

EN71-3 limits migration of heavy metals (EU toys); ASTM F963 is the US toy safety standard; CPSIA caps lead & phthalates; REACH governs chemicals in the EU; BSCI is the social-audit (hours/wage/fire safety); ISO9001 is the quality system. Kids stickers need at least the first four; big EU/US buyers also want BSCI.

Do custom artworks need re-testing?

If the material stays the same (PVC foam + HF welding), the compliance baseline holds; changing art or color rarely needs a full retest, but new ink or new auxiliary material triggers the matching item. We tell you at sampling which items to add — not at the ship date.

How buyers avoid detours

Before PO, ask the factory for the cert list and recent test reports to verify — faster than chasing docs later by a month. A foam roll maker with in-house HF welding has fixed material & process, so compliance docs reuse stably and you don’t re-request every reorder.
